Chad and Burkina Faso Strengthen Tech Collaboration in Bid to Enhance Digital Expertise
The International Institute of Water and Environmental Engineering (2iE) in Burkina Faso and the Agency for Information and Communication Technologies Development (ADETIC) from Chad have formed a significant partnership to train professionals in digital and emerging technologies. This collaboration, signed on July 29, 2025, is focused on artificial intelligence, digital governance, local innovation, and sustainable development.
The ceremony, presided over by M. Roger Baro, the Burkinabe Minister of Environment, Water, and Sanitation, marked a shared political commitment to accelerate technological skills development in Africa. Key diplomatic and ministerial figures, including Dr. Boukar Michel and H.E.M. Mahamat Saleh Adoum, were also in attendance.
The partnership will facilitate academic synergies, pedagogical exchanges, and the co-development of training programs. It will also launch joint applied research projects focused on sustainable development, digital governance, and local innovation. This collaboration aims to build human capital that supports public administration modernization and the digital economy in Chad, which faces a shortage of specialized training infrastructure.
The strategic partnership includes a collaborative agreement with the Higher National School of Information and Communication Technologies (ENASTIC) of Chad. This agreement further strengthens academic cooperation, facilitating joint program development and academic exchanges, which reinforces the sustainability and depth of this technological capacity-building initiative.
This collaboration exemplifies South-South cooperation by fostering knowledge sharing and capacity building directly between two African countries, bypassing traditional North-South dependencies. It creates a new African partnership model centered on technology skill development and innovation that is tailored to regional needs and contexts. By leveraging 2iE’s expertise, Chad accelerates its digital transformation efforts and enhances local technical expertise critical for e-government services and sustainable development, thereby contributing to broader African technological development and self-reliance in digital fields.
In addition, 2iE will provide training to Chadian executives in strategic areas such as artificial intelligence and other emerging technologies. This partnership is part of a broader push for ambitious and concrete South-South cooperation, prioritizing the mutualization of knowledge and the interconnection of African institutions. The signing of the Collaboration Framework Agreement symbolizes inter-institutional cooperation in Africa, and the partnership model lays the foundation for a new, forward-looking African partnership aimed at developing human capital as a strategic development tool.
The signing of these agreements was cited as a landmark date in the history of African technological cooperation, emphasizing that "digital is not a luxury, but a strategic necessity". The agreement between ADETIC and 2iE is seen as a model for a new African partnership aimed at training professionals who can adapt to global digitalization and create African solutions to African challenges.
