Dialogues between Northern and Southern Regions

Igniting minds at the Lima Dialogue 2025
As explorers of ideas and knowledge, we harmoniously dwell within a mesh of invisible yet substantial liaisons. The circles we jog, the whispers we listen to, and the debates we embrace either bolster and validate or shake and challenge the geopolitical creative economy.
The Global Creative Economy Council (GCEC), a brainchild by Creative PEC and British Council, stands as a preeminent global forum offering policy intelligence and knowledge from the creative field, boasting a spectrum of viewpoints from all five continents, ranging from the Global South to the Global North. The GCEC churns out insights that address global issues in the creative sector, supporting national, transnational, and multilateral policies and standards.
The GCEC's members take part in conferences, summits, and meetings worldwide, widening perspectives and spurring conversations. Conventionally, academic conferences may not always succeed in fostering transparency and inclusivity. In response, Cultural Trends, the foremost global academic journal, introduced the 'Global Dialogue' — a flexible and innovative strategy aiming at engaging disparate communities beyond the mainstream. The Cultural Trends Global Dialogue is a novel concept specifically designed to nurture global partnerships via adaptable event formats.
The essence of the Cultural Trends Global Dialogue is predicated upon welcoming the local host to originate the structure of the event, fashioned to respond to the unique context of the host nation. Content and themes strive to mirror local initiatives and concerns to promote interdisciplinary collaboration. Dialogues are metaphorically permeable, catering to diverse professionals, artists, policymakers, international cooperation officers, academicians, and activists.
Each Cultural Trends Global Dialogue embraces a different format customized to answer local needs and priorities. Keynotes might appear as public talks free of charge, or the registration fee may be intentionally kept modest (or waived entirely). Addressing practical challenges such as travel funds, academic calendars, and varying stratifications in engagement, this innovative and iterative format endeavors to foster accessibility.
Kicking off in Santiago de Chile in November 2023, the inaugural dialogue, orchestrated by the Ministry of Cultures, Arts, and Heritage and the University of Chile, attracted over 250 delegates from 16 countries and 5 continents to discuss cultural policies in a non-hierarchical, open-access, and industry-oriented atmosphere.Pushing forward, Lima, Peru, will stage the next Cultural Trends Global Dialogue in November 2025, accentuating Peru's ambition to establish itself as an essential nexus for North-South dialogues on cultural policy research. As inferred from the initial Global Dialogue, in the Latin American arena, the creative economy carries profound implications for local cultures within the ever-widening web of digital platform dominance.
Under the umbrella of Cultural Policy and Sustainable Development: A Global Dialogue, themes range from cultural policy and indigenous rights to climate action, urban development, cultural heritage, digital transformation, artificial intelligence, and more. Collaboratively designed by a collective of Peruvian cultural policy scholars, policymakers, and practitioners, the event aims to forge a network of researchers from Europe, Latin America, and across the globe. The primary objective of this dialogue is to foster alliances between Latin American scholars and their international peers. Partnerships are extended through various international cooperation organizations, networks, such as the GCEC, British Council Peru, Cultural Centre of Spain in Lima (AECID), the Ibero-American Secretariat, Organization of Ibero-American States (OEI), UNESCO Peru, and the United Nations Development Programme.
As the ethos of the Global Dialogue emphasizes universal access, keynote talks will be gratuitous for the public, and no registration fee will be charged. Simultaneous translation for keynotes and larger sessions will be provided to ensure maximum comprehensibility. This international forum aims to serve as a platform for laying down groundwork for new ideas, dispelling dominant perspectives, and amplifying diverse voices to propose fresh options for developing countries. To achieve this, workshops and panels will be conducted either in English or Spanish.
Plans for 2027 are in the works, ensuring that colleagues and partners from previous dialogues remain engaged while encompassing new participants. Each event is a stepping stone, a treasure trove of culture and shared practices, and inevitably a comparison of academic administrative intricacies. Though this work may be intricate and arduous, platforms like this one are instrumental in fostering and expanding global dialogues.
