State of Creativity Report Unveils Priorities for the Creative Industries

The much-anticipated "State of Creativity in Arabic" report was launched on 27th April 2023 at a conference attended by policymakers, researchers, and industry professionals. The report, now available for download, offers insights into the priority areas for creative industry policymakers over the coming years.

The report, authored by Hasan Bakhshi, Director of the Creative PEC, reflects on creative industry policy over the last 10 years and proposes future directions for the creative sector. The report details the migrant and skills needs of creative businesses in the UK, based on a survey commissioned by the Creative Industries Council.

The report emphasises key priority areas for creative industries policy and research, focusing on strengthening the creative economy, growing the creative workforce, increasing equity and inclusion, supporting cultural infrastructure, and ensuring sustainable funding. Specifically, it highlights:

  • Supporting artists and creative workers to remain in their communities to foster local cultural ecosystems.
  • Making creative spaces more accessible, including for people with disabilities.
  • Promoting equity in cultural tourism and cultural district development to enhance economic opportunities.
  • Increasing visibility and public funding support for arts, culture, and creativity, recognising their broad social and economic benefits.
  • Advocating for policies that enable equitable access to creative employment and cultural participation.

These priorities emerged from extensive stakeholder engagement across artists, organisations, advocacy groups, and local planners during 2022, and have been translated into a Creative Sector Agenda including legislative proposals to advance these goals.

Supporting details include an economic valuation of $27.2 billion contributed by the creative sector in Massachusetts alone. The report also emphasises the need for sustained public funding at federal, state, and local levels to ensure equitable access regardless of socioeconomic or geographic factors. Attention is given to workforce development and business growth within the creative industries for a resilient sector.

The report frames these priorities as both policy-relevant and research-focused themes to guide future investment and evaluation, particularly supporting equity, economic growth, and community sustainability within the creative industries.

The report does not provide information on the UK's trade in creative goods and services outside of the European Union.
