School finance manager found guilty in child robbery case
In Ussuriisk, Primorye, a deputy director at a local kindergarten was convicted for embezzling funds from the institution. The guilty party, responsible for the kindergarten's financial affairs, had access to the director's digital signature and the institution's accounts.
Since 2019, she illegally transferred sums ranging from 30,000 to 3.5 million rubles from the kindergarten's accounts to her personal bank account monthly. As "OPS-media" reports, the case was inadvertently discovered, leading to the woman's arrest and subsequent charge with large-scale fraud. Even though she maintained her innocence during the investigation, she acknowledged in court that she received more than 3.5 million rubles unlawfully.
The court sentenced the financier to three and a half years in prison, with deferment of the sentence until her minor child turns 14. The convicted woman must also repay the stolen amount.
Embezzlement, or "khishcheniye" in Russian, is prosecuted under the Russian Criminal Code. The consequences for embezzlement in public institutions, such as kindergartens, vary depending on the amount stolen and whether aggravating circumstances are present. Typically, fine, labor, or imprisonment up to two years may be imposed for minor cases, while larger-scale embezzlement can lead to imprisonment for up to five years, and penalties may be more severe for higher sums or organized crime. Restitution is always required, with offenders expected to return the stolen funds.
Although no specific statistical breakdowns by educational institution type or region such as Primorye are available, embezzlement is a common issue that affects various institutions across Russia.
