Until recently, the SPD advocated for a citizens' insurance and bold social security reforms. However, voters, particularly those loyal to the party, express fears about fundamental welfare state reforms due to past experiences. These fears have been amplified by the SPD's incorporation of right-wing criticism into its policies, leading to a lack of clear identity.

The SPD's current strategy focuses on preventing the Merz-led CDU from implementing social reforms in the party city. This approach aims to win back voters from middle and lower-income groups who have drifted towards the Alternative for Germany (AfD). However, there are doubts whether this strategy alone will be sufficient to permanently retain these voters.

The SPD struggles to navigate major societal changes and implement large plans due to the dominance of immediate political events. SPD voters are the most skeptical about far-reaching reforms in health, care, and pension insurance compared to other parties. They are more open to moderate adjustments in social systems. Meanwhile, progressive voters who supported comprehensive reforms have largely left the SPD, moving towards the Greens and the Left.

This exodus leaves the SPD facing a dilemma. The Left and Greens can pose as better defenders or smarter reformers from the opposition, potentially drawing away SPD voters.

The SPD's struggle to define a clear identity and implement large-scale reforms, coupled with voter fears and the appeal of other left-wing parties, presents significant challenges. To regain voter support and maintain its relevance, the SPD must navigate these complexities effectively for the election.
